Mozambique is stepping into the future with the introduction of a draft National Artificial Intelligence Strategy, unveiled on May 4 during the International Telecommunication Union’s AI for Good workshop in Kenya. The strategy is now open for public consultation, allowing stakeholders to provide feedback until June 4. This initiative is part of Mozambique's broader digital transformation efforts, positioning the country to harness AI's potential across various sectors.
Lourino Chemane, chairman of the National Institute of Information and Communication Technologies, stated that the strategy aims to create regulatory sandboxes that will inform public policy and allow for the safe deployment of AI technologies in key areas such as education, healthcare, finance, and agriculture. This approach seeks to enhance AI implementation while promoting regional collaboration among Southern African Development Community (SADC) nations.
Chemane also highlighted Mozambique's ambition to become a regional hub for data centers and cloud computing. The country has significant advantages, including ample electricity generation capacity, a long coastline suitable for submarine fibre-optic cable deployment, and a young workforce. Mozambique has made progress in establishing a legal framework for digital transformation, with recent laws on cybersecurity and regulations governing data centers and cloud computing.
Regional AI Initiatives
The launch of Mozambique's AI strategy aligns with a growing movement within the SADC region, where several nations are developing their own national AI frameworks. Countries like Lesotho and Malawi are in the process of establishing AI policies, while South Africa is revising its draft AI policy after identifying issues during its public consultation phase. This regional trend underscores a collective recognition of AI's role in driving economic growth and innovation.
Investment Opportunities
The National Institute of Information and Communication Technologies is actively encouraging private sector investment in Mozambique's AI and technology landscape. By showcasing its legal and regulatory framework, the country aims to attract businesses looking to invest in the burgeoning digital economy. With its advantageous position and resources, Mozambique is positioning itself as a prime location for companies seeking to establish a foothold in the region.
As the public consultation period progresses, stakeholders in Mozambique and beyond are closely monitoring how this strategy evolves. The outcomes could have significant implications not only for Mozambique but for the entire Southern African region, as nations strive to balance innovation with responsible AI governance. The success of this strategy could serve as a model for other SADC countries, building a collaborative environment for AI advancement while making sure ethical standards are upheld in its deployment.
In a rapidly changing technological environment, Mozambique's proactive approach to AI development reflects a growing awareness of artificial intelligence's potential impact. As the consultation period nears its end, the insights gathered will be key in shaping the final strategy, ultimately determining how effectively Mozambique can use AI for its digital future.
